How to get CE certificate for CONSTRUCTION PRODUCTS Regulation – 305/2011

As a product of construction means any product or combination of products produced and marketed for permanent incorporation in construction or parts thereof and whose performance affects the performance of construction products in relation to the basic requirements for construction works.

The Construction Products Regulation (305/2011), which replaced the Construction Products Directive (89/106/EEC) lays down the conditions for installation and marketing of construction products by establishing harmonized rules for expressing the performance of construction products in relation to their essential characteristics and on the use of CE marking on those products. It is designed to simplify and clarify the existing framework for the marketing of construction products in the market.
 The Regulation of ensuring the reliability of information products in relation to their performance. This is achieved by providing a “common technical language”, providing uniform methods for evaluation of performance of construction products. These methods have been mobilized to harmonized European standards and European Assessment Documents.

This common technical language should be implemented by:

  • Manufacturers when declare the performance of their products
  • The authorities of the Member States in defining their requirements
  • Users (architects, engineers, builders …) when choosing products as suitable for the intended use in construction projects.
The Regulation aims at:
  • Clarification of key concepts and the use of the CE marking
  • Simplification of procedures so as to reduce costs for businesses, especially SMEs
  • Increased reliability of the entire system.
CE Marking
The CE marking allows the product to be legally marketed in the Member States.
However, this does not necessarily mean that the product is suitable for all end uses in all Member States.
The CE mark indicates that the product complies with the declaration of performance, as designed by the manufacturer. The statement varies with the harmonized technical specification covering the product.
Generally, there are three ways in which information may be presented for each relevant feature.
  • Confirmation of achievement of minimum service threshold.
  • The actual performance through a declared value
  • A particular class of service achieved
Therefore, decision-makers (eg designers and specifiers) must understand the performance requirements for the product.
Statement of Performance
When a construction product covered by a harmonized standard or comply with a European Technical Assessment has been issued for it, the manufacturer shall draw up a declaration of performance when the product is marketed. The information in any form, for the service in relation to the essential characteristics, as defined in the applicable harmonized technical specification may be provided only if included and specified in the declaration of performance.
By drawing up the declaration of performance, the manufacturer shall assume responsibility for the compliance of the product with such declared performance.
In the absence of objective evidence to the contrary, Member States shall presume the declaration of performance drawn up by the manufacturer to be accurate and reliable.
